Obama's EPA: We're Going to Regulate Greenhouse Gases

In a landmark decision that represents a complete turnaround from the last eight years, the Obama administration's EPA plans to regulate greenhouse gas emissions, thereby putting pressure on a reluctant Congress. Moderate Democrats, especially those from coal and auto producing states, have shown no interest in capping fossil-fuel emissions. But the move by the Environmental Protection Agency, which reversed a Bush-era policy and declared greenhouse gases to be pollutants, ensures that the emissions that cause global warming will be regulated in one way or another. In fact, the EPA's decision likely will force Congress to act, which is probably what Obama had in mind all along. Will we have cap-and-trade by the end of the year?
