Anyone seeking nefariousness and moral lassitude in hip-hop need look no farther than Lil' Wayne. His radio hit "A Milli" is virtually incomprehensible, but seems to be about the dissolute lifestyle and false sense of superiority that comes with being a young millionaire. The more recent "Mrs. Officer," which debuted a few weeks ago, recounts a really vanilla S&M fantasy with a lady cop (the Chili Peppers tried it on their 1991 hit, "Sir Psycho Sexy"). Still, Lil' Wayne is one of the most engaging and captivating rappers to emerge in recent years. He's got that inimitable croak that immediately roughens the texture of any song on which he appears. Plus he can laugh on beat, for exactly the right number of bar counts, and still make it sound uncontrived. Lil' Wayne appears Tuesday, Dec. 23 at the ORACLE Arena (7000 Coliseum Way, Oakland) with R&B singer Keisha Cole, Gym Class Heroes, Keri Hilson, and Autotune king T-Pain. 7:30 p.m., $45.75-$89.75.
