Everybody has gone on record as hating it, even Nixon. Filmmaker Jeff Reichert’s useful doc fills us in on “America’s best-kept secret,” that the US lets politicians directly participate in elected representative redistricting. Most modern nations don’t. The pols who complain about it are generally on the losing side. It needs a better voiceover, but the film has plenty of fun examining, among others, the case of an Iowa man who was elected to his city council with two votes; he was not a candidate, but his wife and her friend wrote him in. Conclusion: mapmakers have the power. (77 min.)
