In 1998, AYPAL was founded to divert Asian Pacific Islander youth away from potential troubles, such as violence, drug usage, and gang affiliation, and has since developed several programs to empower teens with a stronger sense of self within the community. Some of these programs include leadership training, campaigning experience, activism through visual and performing arts, and mentorship with artists like Sunshine Velasco (photography), Jon-Paul Bail (screen-printing), and Mary Tan (mixed media). Fresh Off the Block, an annual photo project and exhibition, offers Asian Pacific Island youth a way to express their thoughts about living and growing up in Oakland. For its third year, Fresh Off the Block now includes all types of visual art.
