Democrats Seek to Protect Cities

State Democrats have rejected the governor's plan to borrow $2 billion from cities and counties, according to the Chron. However, the governor has vowed to veto the Democrats' budget proposal because it includes tax increases, and they don't have the votes to override. And it appears that it will take weeks, if not months, to find out whether cities and counties will be taking another financial hit.
