According to the Chron, BART managers don't really need the money, but they want to raise the fees during peak rush hours to force people to use the system during off-peak hours, in order to alleviate overcrowding. So how overcrowded is BART during peak hours? Not at all. But managers are looking at the fresh demand and anticipating that if this keeps up, sooner or later they'll have some problems.
