1. Oakland City Administrator Deanna Santana has applied to be the city manager of Dallas and is one of five finalists for the job, the Dallas Morning News reports. The Oakland Tribune reports that Mayor Jean Quan is expected to appoint Assistant City Administrator Fred Blackwell to take over for Santana if she gets the Dallas position. In her two-plus years in Oakland, Santana has become a polarizing figure and has repeatedly angered progressives and labor organizations. Blackwell has been spearheading the city’s attempts to keep its sports teams.

2. Sex workers in California will no longer be denied state compensation if they are victims of rape, the AP reports. Sex workers who were victims of rape had been denied compensation because prostitution is illegal. But the California Victim and Compensation and Government Claims Board voted unanimously to change state rules. Marybel Batjer, chair of the board, called the rule “repugnant,” adding in a later interview that, “Rape is rape, period.”

3. The Berkeley school board voted to expand and protect the rights of transgender students, joining Oakland, San Francisco, and Los Angeles, which had done so previously, the Trib reports. The Pacifica school board also voted this week to do the same.

4. AC Transit plans to reinstitute bus service this weekend that had been cut because of previous budget shortfalls, but may not have enough drivers to handle the restored routes because of the ongoing labor dispute between bus operators and management, the CoCo Times reports.

5. And this year’s BART strikes appear to have turned political moderates against organized labor in the state, the SacBee$ reports, citing a new Field Poll.
