Here's the state of the city, a la Johnson: the most ambitious anti-gang police operation in years did nothing to stop violent crime, as thugs blast each other in a bid to fill the vacuum left by the busted Acorn gang. The head of the county's Probation Department has 500 outstanding warrants for violent juvenile offenders, but would rather fill out some paperwork and go and grab these kids. Nepotism didn't stop with Deborah Edgerly. "Without a wholesale overhaul of city government aimed at rooting out corruption, removing the practitioners and prosecuting the ringleaders, Oakland will continue to run like a virus-infected computer," Johnson concludes. "And the whole darned thing, without warning, could crash at any time."
