Meanwhile, the Chron reports, governor Arnold Schwarzenegger declared a state of emergency, asked Bush nicely for help, and promised to appropriate $5.3 million for salmon restoration projects. Too bad we don't have $5.3 million. Hey, you know what would help? How about a vehicle licensing fee that would generate billions in revenue? Too bad the gov killed the fee as his first act in office.
