Gov. Schwarzenegger is once again proposing a constitutional amendment designed to keep California’s spending in check. In his state of the state address Tuesday, the governor reiterated his support for a measure that would require the state to limit spending to a sum equal to a 10-year average of tax revenues, the Chron reports. Predictably, Democrats weren’t too keen on the idea.
