After negotiating for months with city representatives, the Navy Department has allegedly stunned everyone by announcing it might sell the Concord Naval Weapons Station to a developer known as the Shaw Group, which has a long record of military construction. According to the Contra Costa Times, Concord Mayor Susan Bonilla is outraged at the billion-dollar betrayal, complaining, "We had the Navy officials to our house. We gave them cookies and punch.
