1. Hispanics will become the largest ethnic or racial group in California this year, surpassing whites, the Chron and Trib report, citing a new state demographic analysis. California will become the third state in the nation in which whites are not the largest racial group — following New Mexico and Hawaii.

2. Chevron is fighting the state’s new low-carbon standard, the Merc reports. The standard requires a 10 percent reduction in the “carbon intensity” of fuel by 2020 as part of the state’s sweeping effort to slow climate change. But Chevron and the oil industry are leading an aggressive campaign to delay implementation of the law.

3. Environmentalists are gearing up for a big battle against the Obama administration should it greenlight the controversial Keystone Pipeline project, the Chron reports. The pipeline would ship dirty tar sands oil from Canada to the Gulf Coast.

4. The City of Oakland argued in court yesterday that the federal government waited too long to target Harborside Health Center for distributing medical cannabis, but Obama Justice Department lawyers contended that the city had no legal right to intervene in the case, the Chron and Trib report. The feds are attempting to close Harborside by confiscating the building it occupies.

5. And some consumer rights advocates warn that Oakland’s new municipal ID could expose users to fraud because the ID includes a debit card function with private personal information on it, the Chron reports. Mayor Jean Quan pushed for the debit card in an effort to help low-income residents who don’t have traditional bankcards.
